Public entities are usually available only to non-profit organizations. A proposal will need to include specific elements (e.g., problem statement, program, goals and objectives, methodology, evaluation, budget, etc). Example: We hope to demonstrate that a stable living situation, supportive social connections, as well as opportunities for meaningful work and leisure all influence an individual's success and prevention of recidivism.
The US Department of Justice, Office of Justice Programs - (OJP) maintains a list of all open OJP funding opportunities with links to support application. Also great links that help you learn about the different types of grans (formula, discretionary, etc) and about the grant process from the posting of a solicitation to the award and grant closeout.
